Prevention is the primary requirement of fire risk control, but the local provision of fire fighting facilities is also vital in protecting people and property as the time delay in starting to deal with a small outbreak is critical in preventing it from developing into a major fire. 

The responsible person in control of a non domestic premises has a statutory duty to ensure fire safety and that there are appropriate means of fighting fires.  It is up to the responsible person to identity appropriate and adequate fire fighting requirements for their premises.

It is important that all fire fighting equipment is fit for purpose and is properly maintained and tested.
